So have I understood it correctly; if I want to practice blocking and punishing let's say low sweeps, I have to first go to the record function and 'be the opponent' and perform the move myself and quickly hold back to block (as the opponent)? Then play it back and practice against it?

I just want the CPU to perform a move and block right after it so I can learn to block and punish stuff correctly. Like Pauls Deathfist and such. Is your method of recording and playing back the only one? And is it the best one or are there other ways to practice the stuff I mentioned?

Pretty certain you can do that too, I'm sure he covered it. You can tell the computer to do move's.....Go explore the practice mode option's. Record is far more beneficial though.
